Performance Assessment in civil service in Azerbaijan: Practice, problems and challenges
Performance assessment of civil servant has been implemented over 5 years in Azerbaijan. The results of performance assessment analysed and some gaps and shortcomings were determined. The Article discusses the implementation practice of performance appraisal of civil servants, problems, mistakes and challenges in implementing on appraisal rules. The research focuses on analysing the problems and determines the mistakes on implementation of performance appraisal. The main aim of the research is to improve the effectiveness of performance appraisal and to provide the professional development of civil servants. The practice shows that some civil servants don’t meet the requirements of the civil service positions. The civil servants are not interested in development, if there is not effective performance appraisal system. The challenges presented in the article come from the problems in performance appraisal and its aim is to improve the system of performance appraisal.
